The way that I see the Witch Doctor is that he's focusing on resources and balancing of forces in the battle rather than precision aiming. Then again, Skull of Flame is very precise, since it arcs and you can choose exactly where it hits. The Witch Doctor may not have the summoning power of the Necromancer, but he still acts like a General rather than a Fighter, in the same way the Necromancer did.
